THE DELIVERY AND SUPERVISION OF OUTREACH SERVICES: PROJECT SAFE

Project SAFE is a program which combines the resources of the Illinois Department of Alcoholism and Substance Abuse (DASA/now the Office of Alcoholism and Substance Abuse within the Illinois Department of Human Services), the Illinois Department of Children and Family Services (DCFS) and local community resources, to provide substance abuse treatment for women with histories of abuse or neglect of their children. Between 1986 and 1997 Project SAFE has been established in nineteen Illinois communities and has treated more than 5,000 women and their families. One of the most innovative aspects of Project SAFE is a style of outreach work that has eliminated many of the obstacles that have kept significant numbers of women from entering or successfully completing substance abuse treatment.

This outreach manual is divided into two sections. The Outreach Worker Orientation section is designed to provide support to local agencies in their efforts to recruit, train, and supervise outreach workers who are working with addicted women and their families. It may be read by a new outreach worker, or serve as a framework of orientation used by an agency supervisor to acclimate a newly hired person to the role of outreach worker. It may also be used as a training manual for regional or statewide orientation sessions for new outreach workers. A companion section within the Manual includes training tips and discussion guidelines as a resource for supervisors of outreach workers.
